Or commission releases warned policemen summaries

The Or Judicial Commission of Inquiry into the Israeli Arab riots of October 2000 on Tuesday released the summaries of five of the 14 officials who were warned that the findings of commission might harm them.

Six more are due to be published in the coming days, after the censor approves the final version to be released to the public. A spokesman for Adalah, the Israeli Arab human rights organization which represents three of those who have been warned, said it would submit its summaries on behalf of its three clients on Wednesday. The presentation of the summaries marks the last formal step in the proceedings of the Or Commission. The next step will be the publication of the commission's report.

The summaries released on Tuesday were submitted by police figures linked to the riots including Lt.-Cmdr. Moshe Waldman, Dep.-Cmdr. Meir Yaron, Dep.-Cmdr. Shmuel Marmelstein, Chief.-Sup. Guy Reif, and border policeman Morshad Rashad.

The commission, headed by Supreme Court Justice Theodore Or and including Tel Aviv University Prof. Shimon Shamir and Nazareth District Court Judge Hashem Khatib, was established to investigate the events leading up to and including the killing of 13 Arabs by police inside the Green Line during the first days of October, 2000, following the outbreak of the so-called 'Al-Aksa intifada.'

The commission issued warning letters to former prime minister Ehud Barak, former internal security minister Shlomo Ben-Ami, three leaders of the Israeli Arab community, including two MKs, and nine policemen, including seven senior officers.

The policemen who were warned included former Police Insp.-Gen. Yehuda Wilk, former head of the Northern Police District, Cmdr. Alec Ron; Waldman, former head of the Valleys sub-District; Yaron, head of operations for the Galilee sub-district;

Lt.-Cmdr. Benzi Sau, Northern district Border Police commander; Marmelstein, commander of the Afula police station; Reif, head of the Misgav police station; First Sgt.-Maj. N.Y., a member of the police anti-terror unit; and Rashad.

The Israeli Arab leaders included MK Azmi Bishara (Balad-National Democratic Union), MK Abdel Malik Dahamshe (United Arab List), and Ra'ad Salah, former Umm el-Fahm mayor and head of the radical northern branch of the Islamic Movement.

The letters of warning constitute notification to their recipients that they may be negatively affected by the conclusions of the commission of inquiry.

All of the 14 have hired lawyers and were given the opportunity to call up witnesses and defend themselves before the commission. The second stage of the hearings took place between June and August, 2002. During that time, the commission held 25 sessions and heard from 89 witnesses.
